LONDON (The Deal) -- European and Asian stocks retreated Tuesday as the U.K. government sold a 6% stake in Lloyds Banking Group in the country's largest privatization in a decade, and as investors awaited the start of a two-day Federal Reserve monetary policy meeting in the U.S.

The U.K. government sold just over 3.2 billion pounds ($5.1 billion) of Lloyds' shares to institutional investors, five years after the previous Labour government arranged for Lloyds to take over troubled peer HBOS. The state selldown is the largest British privatization since 1993, when the U.K. government raised $8.1 billion from the sale of British Telecommunications shares.

The U.K.'s benchmark FTSE fell 17.26 points, or 0.27%, to 6,604.90, as Lloyds shed 2.09% to 75.74 pence.

    AP/Dave Martin The last week of February was a redemptive week for three fading retailers, but it's hard to argue that any of them will remain market darlings for long. J.C. Penney (JCP) was one of the market's biggest winners, soaring 29 percent after posting improving quarterly results. The struggling department store chain posted a narrower loss than analysts were forecasting, posting positive comparable-store sales during the holiday period for the first time in a couple of years. Barnes & Noble (BKS) also moved higher by 8 percent last week on strong financial results. The bookseller that outlasted Borders came through with a quarterly profit of $0.86 a share, blowing past the $0.61 a share that Wall Street pros were targeting. Its Nook business is still suffering from sharp declines, but its actual superstores are holding up surprisingly well. An analyst at Maxim Group boosted his price target on the shares from $20 to $32. Best Buy (BBY) also got a boost from a better than expected report during the holiday quarter. Best Buy's profit for the holiday period declined to $1.24 a share, but that was well ahead of the $1.01 a share that analysts were expecting. Shares of Best Buy also rose 8 percent on the week. These chains seemed to be on the way out last year, and all of them have brought in new CEOs over the past two years. Seeing the stocks move at least 8 percent higher and as much as 29 percent higher last week may suggest that reports of their deaths have been greatly exaggerated, but let's not assume that the storm clouds have cleared at any of them.     Alamy Target (TGT) confirmed Thursday a data breach that affected about 40 million credit and debit card accounts. According to the company's website, data was obtained -- customer names and their card numbers, expiration dates and three-digit security codes (CVVs). Hackers struck at the height of the high-traffic holiday shopping season: Cards used for Target transactions between Nov. 27 and Dec. 15 may have been compromised, so any consumers who used such payment methods at U.S. Target stores in that time frame should immediately check their bank accounts for unauthorized activity. Adam Levin, chairman and co-founder of Credit.com and Identity Theft 911, advised customers to call their credit card issuers or banks if they see any charges they didn't make. "The Target situation illustrates the growing problem with identity theft, which is how ordinary folks are often the real targets of hackers who go after these big companies," Levin said. "No matter how safe any individual person is with their data, customer databases like Target's represent a nearly irresistible source of people's personal information -- and their hard-earned money -- to hackers, rather than going after individuals one by one." What to Do Right Now You should strongly consider replacing the cards you used at Target stores after Black Friday, considering the high volume of stolen information, Levin said. If you do that, make sure you update any automatic payments tied to those cards, so you don't miss important bill payments elsewhere.     Another under-$10 stock that's starting to trend within range of triggering a big breakout trade is Turtle Beach (HEAR), which is engaged in developing, commercializing and marketing audio technologies under the Turtle Beach and HyperSound brands in the U.S., Europe and internationally. This stock has been hit hard by the sellers so far in 2014, with shares off sharply by 29%.

     

    If you take a look at the chart for Turtle Beach, you'll notice that this stock recently formed a triple bottom chart pattern at $9, $9.04 and $9.28 a share. Since forming that bottom, shares of HEAR have started to spike higher back above its 50-day moving average of $9.75 a share. That spike is quickly pushing shares of HEAR within range of triggering a near-term breakout trade.

     

    Market players should now look for long-biased trades in HEAR if it manages to break out above some near-term overhead resistance at $10.08 to $10.50 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 195,008 shares. If that breakout gets underway soon, then HEAR will set up to re-test or possibly take out its next major overhead resistance levels at $11 to $11.40 a share. Any high-volume move above $11.40 will then give HEAR a chance to re-fill some of its previous gap-down-day zone from April that started near $13.50 a share.

     

    Traders can look to buy HEAR off weakness to anticipate that breakout and simply use a stop that sits right below those triple bottom support levels. One can also buy HEAR off strength once it starts to clear those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.
